Financial Assistance Scheme for Post-secondary Students (FASP)

Eligibility

  • are a registered full-time student, aged 25 or below;
  • are engaged in full-time locally-accredited self-financing post-secondary education programmes leading to a qualification at sub-degree  (i.e. associate degree, higher diploma and/or professional diploma) level or above;
  • for students engaged in a sub-degree programme, have not obtained any qualifications at sub-degree or above; or
  • for students engaged in a top-up degree programme, have not obtained any qualifications at degree level or above, and have obtained a locally-accredited sub-degree qualification; or
  • for students engaged in a degree programme, have not obtained any qualifications at degree level or above, and if you are in possession of a sub-degree qualification, such qualification must be a locally-accredited sub-degree qualification.
  • have not accepted financial assistance under any other publicly-funded student finance assistance scheme [e.g. the Continuing Education Fund (CEF)] for the programme/course covered by the application in the same academic year; and
  • have the right of abode in the Hong Kong Special Administrative Region (Hong Kong) or have resided or have had your home in Hong Kong continuously for three complete years immediately prior to the commencement of the course. This does not cover students staying in Hong Kong holding student visas.

Submission of Applications

  • Applicants are required to fill in an application form on a yearly basis. Application forms can be obtained from Administrative Office. Please study the Guidance Notes carefully before you complete the form.
  • Applicant should return the completed application form together with photocopies of supporting documents (e.g. copies of income proof and bank accounts showing all transactions in previous financial year etc.) to Administrative Office before the deadline.
  • The Non-means Tested Loan Scheme for Post-secondary Students

Eligibility for NLSPS

  • are a registered full-time student, aged 25 or below
  • are engaged in full-time locally-accredited self-financing post-secondary education programmes leading to a qualification at sub-degree (i.e. associate degree, higher diploma and/or professional diploma) level or above;
  • for students engaged in a sub-degree programme, have not obtained any qualifications at sub-degree or above; or
  • for students engaged in a top-up degree programme, have not obtained any qualifications at degree level or above, and have obtained a locally-accredited sub-degree qualification; or
  • for students engaged in a degree programme, have not obtained any qualifications at degree level or above, and if you are in possession of a sub-degree qualification, such qualification must be a locally-accredited sub-degree qualification.
  • have the right of abode in the Hong Kong Special Administrative Region (Hong Kong) or have resided or have had your home in Hong Kong continuously for 3 complete years immediately prior to the commencement of the course. This does not cover students staying in Hong Kong holding student visas; and
  • your eligibility is restricted to only one eligible full-time course in any particular academic year.
  • Even if you are eligible under the above circumstances, the Controller, Student Financial Assistance Agency (C, SFAA) reserves the right to require you to submit supplementary documents/information on individual merits; and the final approval of your NLSPS application will still rest with the C, SFAA.


How to Apply

  • If you wish to apply for financial assistance under both the FASP and the NLSPS, you should use the FASP application form as appropriate.
  • If you wish to apply for the NLSPS only, you should use the NLSPS application form. Downloaded copy/photocopy of the application form is acceptable. Please click here to download the application form concerned.
  • Completed form together with photocopies of supporting documents should be submitted before the deadline to Administrative Office. We will hand in your application to the Agency for processing.


 
 
  1. Non-means Tested Loan Scheme

Eligibility

    • are a registered part-time student
    • for eligible students who are not covered under the FASP
    • Applicants should have the right of abode in the Hong Kong Special Administrative Region ('Hong Kong') or the right to land in Hong Kong or are permitted to stay in Hong Kong without restriction or have resided or have had their home in Hong Kong continuously for three complete years immediately prior to the commencement of the programme/course. This does not cover students studying in Hong Kong holding student visas.
    • Even if you are eligible under the above circumstances, the Controller, Student Financial Assistance Agency (C, SFAA) reserves the right to require you to submit supplementary documents/information on individual merits; and the final approval of your NLS application will still rest with the C, SFAA.

How to Apply

  1. If you wish to apply for the NLS loans, you should complete the NLS application form and the relevant loan documents which are obtainable from the Agency, your institutions ( if applicable ) and the District Offices. You may also download the application form from the Agency's website. Please note that you must submit the originals of the Undertaking and the Deed of Indemnity. The relevant documents are obtainable from the Agency, your institutions (if applicable) and the District Offices.
  2. You may submit your application together with the documents required by the following means:

a) in person to the Agency during office hours; or
b) authorize a person to submit the application to the Agency by completing the authorization form;


 
 

1. Reimbursement of 30% of Tuition Fees Paid

All PYJ students are eligible for reimbursement of 30% of the tuition fees paid for each satisfactorily completed module, subject to their having passed an overall assessment and having achieved 80% attendance or above for the module as confirmed by the institution. The modules must be essential for the completion of the PYJ programme and the students must not have obtained financial assistance for the same module under the Continuing Education Fund. In addition, students who have obtained reimbursement under the Financial Assistance Scheme for Designated Evening Adult Education Courses (FAEAEC) will not be eligible for reimbursement under PYJ unless they have refunded the HKSAR Government all the reimbursement obtained under FAEAEC. All PYJ students who meet the aforementioned criteria will automatically be reimbursed 30% of the tuition fees paid for the relevant modules. Institutions will inform the Student Financial Assistance Agency (SFAA) of the details of the students who are eligible for reimbursement of tuition fees. The reimbursement will then be credited to the students'/applicants' bank accounts direct.

2. Full Fee Reimbursement (FFR)

To further assist needy PYJ students who meet the criteria described in the above paragraph, 100% reimbursement of the tuition fees paid for each satisfactorily completed module will be made, subject to the student's having obtained an Eligibility Certificate (EC) issued by the SFAA indicating that the student is eligible for "Full" assistance and his/ her submitting the EC to the institution for Full Fee Reimbursement (FFR). Eligibility for FFR is conditional upon the student's passing a means test, the application procedures for which are described below. The EC will be valid for modules taken in the 2007/08 academic year only.

Application Forms and Procedures for Full Fee Reimbursement (FFR)

  1. The applicant should normally be the parent or the legal guardian of the student. Eligibility for "Full" assistance is based on a means test. The application forms are "Application for Assessment of Eligibility" Form.
  2. In general, SFAA will not accept Form A or Form B submitted after 1 March each year. If applicants wish to apply for FFR after 1 March for their children attending part-time PYJ, they should contact institutions for details of application procedures and the deadline for application.

3. non-means Tested Loan Scheme Eligibility

  1. are a registered Project Yi Jin student
  2. Applicants should have the right of abode in the Hong Kong Special Administrative Region ('Hong Kong') or the right to land in Hong Kong or are permitted to stay in Hong Kong without restriction or have resided or have had their home in Hong Kong continuously for three complete years immediately prior to the commencement of the programme/course. This does not cover students studying in Hong Kong holding student visas.
  3. Even if you are eligible under the above circumstances, the Controller, Student Financial Assistance Agency (C, SFAA) reserves the right to require you to submit supplementary documents/information on individual merits; and the final approval of your NLS application will still rest with the C, SFAA.
